Sarah Nolan

Sarah Nolan is Deputy Policy Director for Healthcare at the Service Employees International Union (SEIU), where she leads federal and state policy work on a wide range of health care issues, including Medicaid, long-term care, health reform, and the health workforce. She previously served as Senior Researcher and Research Director for the Joint Committee on Health Care Financing in the Massachusetts legislature, where she wrote a substantial part of the landmark 2006 Massachusetts health reform law and oversaw committee work on Medicaid and other health financing issues. She has also worked on state budget, tax, and health finance policy at the Massachusetts Budget and Policy Center and on federal tax policy at Pew Charitable Trusts. In 2020-21, she served as a member of the Health and Human Services Agency Review Team for the Biden Transition.
