National Association of State Long-Term Care Ombudsman Programs

Mark C. Miller is a nationally recognized leader in long-term care advocacy. He currently leads the D.C. Long-Term Care Ombudsman’s office, administered by Legal Counsel for the Elderly, an AARP charitable affiliate.

Until April 2024, he also served as president of the National Association of State Long-Term Care Ombudsman Programs. In his role, Miller oversees advocacy on behalf of more than 9,000 D.C. residents receiving long-term care in nursing homes, assisted living facilities, mental health group homes, or in their own homes.

Miller’s commitment to long-term care began over 40 years ago, when he helped secure funding to launch a local ombudsman program. He has since served as the state ombudsman for both Virginia and New York, bringing a wealth of experience to his work in the District. He remains active in national policy conversations.
